When you can cancel a booking and how refunds are handled.
Version 1.3 · Effective date set at publish · Market United Arab Emirates · Issued by Hobber Advertising LLC
Supersedes: version 1.2
This is the version published for United Arab Emirates.
This policy is published in Arabic and in English. Both versions are available on the Platform before you buy anything. If the two versions differ, the English version governs, except that nothing in this paragraph limits any right you have under Federal Law No. 15 of 2020 on Consumer Protection and Cabinet Decision No. 66 of 2023 or any other law of United Arab Emirates that cannot be limited by agreement.
This policy is part of your agreement with us. It tells you what happens to your money when a Booking changes, when you cannot attend, when a Vendor cannot deliver, and when the weather or an event outside anyone's control gets in the way. It applies to every Booking for an Experience that takes place in United Arab Emirates. Words with capital letters have the meanings given in the Terms, and we use the same words everywhere.
United Arab Emirates is the Booking Market for those Bookings, and this is the Booking Market version of this policy. It governs the price, the currency, the Taxes, the Cancellation Window and any fees, and the refund rules, for every Booking that takes place here, wherever you live and wherever you booked from. Your Home Market governs your account itself. The Terms, section Where these Terms apply, set out that rule in full.
The version of this policy that applies to a Booking is the version in force when you paid. We record it against your Booking. A later version never changes a Booking you have already made.
Cancellation, Reschedule and a Refund Request are three separate things. They have different rules.
| What you want to do | What it is called | Who decides |
|---|---|---|
| End the whole Booking before it starts and get your money back, less any fee | Cancellation | You, within the Cancellation Window shown on the Listing |
| Move the Booking to a different date or time | Reschedule | You, within the Reschedule window shown on the Listing, and the Vendor where the Listing says it approves changes |
| Ask us to look at a Booking that went wrong and decide what you get back | Refund Request | Hobber, under this policy |
Every Listing shows the Vendor's Cancellation Window, its Reschedule rules and the fees that apply, before you pay. The Listing's Fine Print may add conditions. It may never take away anything this policy gives you. Where a Listing or its Fine Print says less than this policy, this policy applies. The window and the fee shown on the Listing when you booked are the ones that apply to your Booking: if the Vendor changes them later, your Booking keeps what you were promised.
Some Listings do not offer Cancellation or Reschedule at all. Where that is so, the Listing says so before you pay. It does not mean the Booking can never be refunded. If the Experience is not delivered, or is not as described, or a Force Majeure Event prevents it, the rest of this policy still applies and you can still ask us for a Refund.
Every window, deadline and hour in this policy is measured in the time zone of the place where the Experience takes place. Where an Experience has no stated start time, the window is measured from the start of the day it is booked for.
UAE law does not give you a general cooling off or change of mind right to cancel a service booked online. There is no fourteen day or thirty day unconditional right to cancel an Experience. The Cancellation and Reschedule windows in this policy, and the ones Vendors publish on their Listings, are Hobber's own voluntary commitment. We give them because a fair change policy is part of a fair marketplace, not because we have to.
Nothing in this policy, in a Listing, in Fine Print or in anything a Vendor or a member of our team says to you removes or reduces a right you have under Federal Law No. 15 of 2020 on Consumer Protection and Cabinet Decision No. 66 of 2023, under Federal Decree-Law No. 14 of 2023 on Trading by Modern Technological Means, or under any other law of United Arab Emirates. Any term that tried to do that has no effect. In particular:
Hobber runs the Platform and sells each Experience as the Vendor's disclosed commercial agent. We also collect your payment as the Vendor's payment collection agent, so paying us discharges what you owe the Vendor for that Booking, and we issue the tax invoice for the Experience on the Vendor's behalf. The Vendor delivers the Experience. We are not a neutral notice board and we do not describe ourselves as one. The Terms, section What the Platform is and Hobber's role, set that role out in full.
We are responsible to you, as the provider of this Platform under UAE law, for the Experience being delivered as described. We decide Refund Requests ourselves, under this policy and the evidence. The Vendor does not decide and cannot block a Refund we have decided you should have.
We pay you back out of our own account and settle with the Vendor separately, afterwards. You never have to chase the Vendor for money and your Refund never waits on anything between us and the Vendor.
You can cancel a Booking yourself, in the Hobber app, up to the end of the Cancellation Window. The Cancellation Window is set by the Vendor on the Listing and is shown to you before you pay.
Open the Booking in the app and choose to cancel it. We ask you to confirm, because a Cancellation cannot be undone. Once it is done the Booking ends, the place goes back on sale and the Voucher stops working. Where you paid through Pay Together, only the Party Leader, the Customer who started the Order, can cancel.
If you cannot reach the option, contact Customer Support in the app and a member of our team can propose the Cancellation to you. You still press the button yourself: we do not cancel your Booking without your confirmation.
Unless the Listing says otherwise, the Cancellation Fee is 5 percent of each payment made for the Booking.
Why there is a fee at all. When you cancel close to the start, the Vendor has usually already held a place for you, turned other Customers away, and committed staff, equipment or supplies. The fee is there to reflect that real loss and nothing more. A fee that is out of proportion to what the Vendor actually loses is not allowed under this policy, and a Listing may not keep the whole amount you paid for a Cancellation made while the place can still be sold to someone else. If a Listing tries to, this policy prevails and you should tell us.
Where to see the fee. The fee that applies to your Booking is shown on the Listing before you pay, and the rule is set out in this policy. If you want the exact figure for your Booking before you confirm, ask Customer Support in the app and we will tell you.
The fee is taken out of what you already paid. It is never charged to you on top. Fee plus Refund equals what you paid. If your Booking was authorised on your card but never charged, there is nothing to refund and we release the authorisation instead: see "How refunds are paid". You receive a credit note for the Booking, and where a fee was kept you receive a separate invoice for that fee.
A Booking paid through Pay Together is cancelled as a whole or not at all. One person cannot drop out of a Party and leave the rest of the Booking standing.
Cancellation ends the whole Booking. There is no way for you to cancel part of it. You cannot drop one person from a group, one night from a stay, one seat from a set or one day from a Day Booking. We say this plainly because it matters.
If you need a change of that kind, contact Customer Support in the app before the Experience. We may be able to agree a partial Refund, or a Reschedule, but there is no self-service way to do it and we cannot promise an outcome in advance.
You can move a Booking to a different Slot where the Listing offers Rescheduling.
Unless the Listing says otherwise, the Reschedule Fee is 10 percent of the Order total. A Listing may offer free Rescheduling, and says so before you pay. The Reschedule Fee is a charge for the change itself. It is not part of the price of the Experience and it is not refunded if you later cancel the Booking. You receive a separate invoice for it.
Some Listings require the Vendor to approve a Reschedule. Where that is so:
A Vendor declining a Reschedule is not a Cancellation and does not by itself entitle you to a Refund. Your original Booking is still live and you can still cancel it under "Cancellation by you" if the window is open.
A Reschedule does not change the price of your Booking. If the new date costs more, you are not charged the difference. If it costs less, you are not refunded the difference. The only money that moves on a Reschedule is the Reschedule Fee.
A Reschedule changes which Slot you hold, never how many. The number of people, seats, rooms, nights, days or departures stays the same, and the Booking Type stays the same. For a Hotel Stay, only the dates may change: the room types and the number of rooms cannot, because that is a different product at a different price. If you need a different room, cancel under "Cancellation by you" and book again.
Your Booking is recorded as a No-show when you paid in full, the Vendor confirmed where confirmation was needed, the Experience ran, and the end of the activity passed with no Redemption recorded.
The end of the activity is the end of the last part of your Booking, not the start. For a three night stay it is the end of the last night. For a Day Booking it is the end of the last day. For a Tour it is the departure time plus the advertised duration.
Your Voucher shows the period in which it can be redeemed.
For a Time Slot Booking and an Event Booking the Redemption Window runs from 30 minutes before the Slot until 60 minutes after it. For a Day Booking and a Hotel Stay it runs from the check in time until the check out time shown on your Booking. For a Tour it runs from the departure time for the advertised duration. Where the Vendor opens scanning earlier for its tour (up to 24 hours before the departure time), it starts at that earlier time, as shown on your Voucher. A Walk-in Voucher can be redeemed at any time until the expiry shown on it.
Whether a Vendor accepts a Voucher presented outside that period is the Vendor's decision. We do not guarantee that you will be admitted outside it, and we do not guarantee that you will be refused either.
If you do not show up, your money is not returned. The Vendor held the place for you and the Experience ran. This is the default outcome. It does not stop you asking us to look at your case under "Asking Hobber for a refund", and we do not apply it where the reason you could not attend was the Vendor's or ours. If you arrive late, speak to the Vendor: whether you are admitted is their decision, and if they refuse you and you think that was wrong, tell us.
A Vendor may also refuse entry where a Booking Requirement is not met, for example an identity document, a minimum age, a health declaration or a signed participation form. Those requirements are shown on the Listing before you pay and on your Booking screen afterwards. Where you are refused entry for that reason, your Booking is treated in the same way as a No-show and the money is not returned automatically. You can still ask us to look at it, and we will if the requirement was not clearly disclosed to you before you paid.
A Walk-in Voucher is not a No-show case. It expires, and "Rules per Booking Type" says what happens then.
The rules above apply to every Booking. This section says what is different about each Booking Type. Booking Types: six: Time Slot, Walk-in, Day, Event, Hotel Stay, Tour.
A Booking for a stated date and start time.
A Walk-in Booking is a prepaid Voucher, not a reservation. No place is held for you and the Vendor is not holding capacity. You turn up during the Vendor's opening hours and present the Voucher.
What happens if you do not use it. If the Voucher is not redeemed before it expires, we refund what you paid less a processing fee of 20 percent of the amount paid. The processing fee is Hobber's own charge for the sale and is shown on your paperwork as a processing fee, invoiced by Hobber. The Vendor receives nothing for an expired Voucher. You will receive a credit note for the original document and Hobber's invoice for the processing fee. If your Voucher is about to expire and something stopped you using it, contact Customer Support in the app before the expiry date and we will see what we can do.
A Booking covering one or more whole days, for example a day pass or a multi-day pass, bought as one Booking with one Voucher.
A Booking for one or more occurrences of an event, with a named seat or general admission.
A Booking of one or more rooms for one or more nights, paid in full when you book.
Leaving early. If you check out before the end of your stay, the property can record that you have gone. That by itself does not produce a Refund for the nights you did not use. If you want those nights back, ask us under "Asking Hobber for a refund" and we will decide.
A Booking of seats on a departure, with a route advertised on the Listing.
Pickup. Where you bought a pickup as part of the Booking, its price is refunded with the Booking if you cancel. Where you upgraded your pickup after booking, the extra amount you paid for that upgrade is not refundable, because the arrangement is made for you specifically. There is no way to remove a paid pickup from a Booking: if you no longer want it, you have to cancel the Booking under "Cancellation by you".
Some Experiences are not final until the Vendor confirms your Booking.
This section applies where the Vendor tells you or us that it cannot go ahead with your Booking; the Vendor does not turn up, or is more than 15 minutes late without telling you; the Experience is materially different from what the Listing described, including what the Listing said was included; the Vendor cannot admit the number of people you booked for; or we remove the Vendor from the Platform before your Experience.
A Vendor that cannot go ahead may cancel your Booking on the Platform before it starts. When it does, you are refunded in full with no Cancellation Fee and we tell you. If you would rather have a Reschedule or an alternative Experience, contact us in the app and we will arrange it under this section. If a Vendor tells you your Booking cannot go ahead and has not cancelled it, contact us in the app. We will cancel it for you, with no Cancellation Fee, and put things right under this section.
You choose between:
We will offer you a Reschedule or an alternative first, because most of the time you would rather have the Experience than the money. Where the Vendor has already cancelled your Booking on the Platform, the full Refund is made straight away and the Reschedule or alternative stays open to you if you ask. You are never obliged to accept one. If you say no, you get the full Refund. If you accept an alternative and that alternative also fails, you get the full Refund. Where only part of your Booking was affected, you may instead choose a partial Refund reflecting the part that was not delivered, and keep the rest.
If we remove a Vendor from the Platform, Bookings with that Vendor that have not yet happened are cancelled by us, refunded in full with no Cancellation Fee, and you are told by email. Bookings you have already used are not affected.
Tell us as soon as you can, and in any case within 72 hours of the Experience, through the in-app chat. The sooner you tell us the easier it is to check what happened. A later report does not stop us looking at your case, but it can make it harder to decide in your favour. Photographs, your messages with the Vendor and anything the Vendor gave you in writing all help.
We fund the Refund ourselves and it does not wait on the Vendor. We decide within 3 Business Days and start the Refund within 7 Business Days of that decision. See "How refunds are paid".
A Force Majeure Event is an event beyond a party's reasonable control, including severe weather warnings, natural disaster, epidemic, government order, strike, or failure of public utilities or networks, that prevents an Experience from being delivered or attended.
This section looks at conditions at the place where the Experience takes place. A Force Majeure Event where you are travelling from, which stops you reaching the Experience while the Experience itself runs normally, does not by itself entitle you to a Refund under this section. You can still cancel under "Cancellation by you" if the window is open, and you can still ask us to look at your case. We look at each one on its facts.
Weather that is normal and expected for the season and the place, for example summer heat, seasonal rain, wind, sandstorms or high humidity in United Arab Emirates, is not by itself a Force Majeure Event. Experiences are sold and priced knowing those conditions happen. Such conditions do become a Force Majeure Event where they cause something that is covered: an official warning, a government order, a road or site closure, or a genuine safety risk that means the Experience cannot be delivered.
The Vendor decides whether it is safe and possible to run the Experience, taking account of any official warning or order. We decide the money outcome, under this policy and against the evidence, including what any authority published at the time. If you disagree with our decision you can say so, and you can use the routes in "Contact and complaints". Nothing in this policy makes our view of whether an Experience was delivered properly the final word on your legal rights.
The Experience cannot be delivered. Where the Vendor cancels for weather or another Force Majeure Event, where an authority closes the site, or where an official warning means it cannot safely run, you choose between a full Refund with no Cancellation Fee, a Reschedule at no extra cost, and an alternative Experience of equal or better value. We offer the alternative first; the choice is yours. Where the Vendor cannot run it and offers nothing, you get a full Refund. We do not leave you without a remedy because nobody was at fault.
The Experience can be delivered and does run. Where the Vendor runs the Experience as described and you decide not to attend because of the weather or for any other reason of your own, the ordinary rules apply. If the Cancellation Window is still open, cancel and the Cancellation Fee applies. If it has closed and you do not attend, it is a No-show and no Refund is due automatically. You can still ask us to look at it.
Part of the Experience is affected. Where a Force Majeure Event cuts an Experience short or removes part of what was promised, you may choose a partial Refund reflecting what was not delivered, or a Reschedule.
You can file one Refund Request on a Booking, in the app, from the Booking's help screen: at any time before Redemption while the Booking is paid and still active, or within 6 hours after the last Redemption.
That second window is short, and the app shows you the exact time it closes. If it has closed, contact Customer Support in the app: we can still look at your case, and we often will.
You cannot file a Refund Request on a Booking you have already cancelled, or one that has already been refunded. Once you file a Refund Request you cannot cancel that Booking, and the booking chat with the Vendor closes so that everything about the case comes to us.
Your photographs are stored privately, are used to decide your request, and may be used as evidence if your payment is later disputed with your bank. They are not published and the Vendor does not receive them.
We decide against this policy and against the evidence, which is the Listing as it was sold to you including what it said was and was not included; the record of your Booking, your payment and any Redemption; what you tell us and send us; what the Vendor tells us; and anything an authority published, where weather or a Force Majeure Event is involved.
Where the amount is above the authority of the person handling your case, a second person reviews the decision before any money moves. That protects you as much as it protects us, and it can add time. We never make you accept a Reschedule or an alternative instead of a Refund you are entitled to: where the Experience can still be delivered we will offer you one first, and you decide.
Full Refund. You get back everything you paid for the Booking. The Booking ends, your Voucher stops working from the moment the Refund is issued, and the place goes back on sale.
Partial Refund. You get back part of what you paid, reflecting the part that was not delivered or not as described. The Booking stays alive and your Voucher keeps working for the rest of it. If more turns out to be wrong later, you can still ask us about the remainder.
Declined. We tell you, with the reason. A declined Refund Request is closed and is not reopened. You can contact Customer Support if you have something new to add, and you can use the routes in "Contact and complaints".
Your Refund Request shows you where it has got to: requested, when we have your request; processing, when a decision has been made in your favour and the money is on its way to your bank; issued, when the Refund has been sent to your payment method; or rejected, when the request was declined.
We decide a complete Refund Request within 3 Business Days. A request is complete when we have what we need to decide it: if we have to ask you for something, that period runs from when you give it to us. Where we have to ask the Vendor, we do not let that delay you longer than it has to, because the decision and the money are ours to make and to pay. See "How refunds are paid" for what happens after the decision.
Where we decide that no Refund is due, Customer Support may still, at its discretion, offer you a partial Refund to your original payment method or a single-use discount code for a later Booking. Either is a gesture, not a right: it is never offered instead of a Refund you are entitled to under this policy or under the law, and a discount code is not cash and cannot be paid out. Hobber does not hold a balance for you in any form.
Every Refund goes back to the original payment method used for that payment. Where several people paid for one Booking through Pay Together, each of them is refunded to their own payment method.
We do not refund to store credit, to a voucher, to a wallet or to any kind of balance held by Hobber. Hobber does not hold money for you. There is no Hobber wallet and no Hobber account balance, and we will never offer one instead of your money back. If the card you paid with has expired, been replaced or been closed, the Refund still goes to that card number and your bank routes it to your current account or card; if it does not reach you, tell us and we will work with you to sort it out.
| Step | When |
|---|---|
| You cancel a Booking yourself | The Refund is started immediately, as part of the Cancellation |
| We decide a Refund Request | Within 3 Business Days of a complete request |
| We start the Refund after a decision | Within 7 Business Days of the decision |
| Your card issuer posts it to your account | Usually 5 to 10 Business Days after we start it |
A Business Day is Monday to Friday, excluding UAE public holidays. The last row is not in our hands: once we have sent the Refund to your payment provider, how long your bank or card issuer takes to show it on your statement is a matter for them. If it has not appeared well beyond that, contact us and we will give you the reference to take to your bank.
In rare cases a bank returns a Refund to us after we have sent it, for example because the card account has been closed. If that happens we tell you, we agree another way to pay you what you are owed, and we do not treat the Refund as complete until you have it.
Sometimes your card was authorised but never actually charged. That happens when a Vendor declines a Confirmation-Required Experience, when a Confirmation Window runs out, when a Party does not finish paying, and on a free Cancellation of a Booking that had not yet been charged.
In those cases there is nothing to refund and we release the authorisation instead. You will not see a refund line on your statement: the held amount simply stops being held and disappears, on your bank's own timetable, which can take a few days. This is normal and no money has left your account.
You get back what you actually paid.
Refunds are made in AED, the anchor currency of United Arab Emirates.
Where you chose to be charged in another currency, your Refund is returned in that currency, at the amount your card was charged for what is being refunded, and never more than that. Because rates move, the amount you receive may differ slightly from what the same money is worth today; that difference is your bank's conversion, not a deduction by us.
A Refund includes the value added tax charged on the amount refunded. We do not keep the tax on money we give back.
Value added tax in United Arab Emirates: 5 percent.
Fees Hobber adds to the Listing price: none. Hobber adds no service fee, platform fee, booking fee, convenience fee and no processing fee to the Listing price. We do not charge you any fee for making, changing, cancelling or refunding a Booking, other than the Cancellation Fee and the Reschedule Fee described in this policy and the processing fee kept when a Walk-in Voucher expires unused (section 5.2). We never add a surcharge for paying by card or by any other payment method. The price you see is the price you pay.
If something is wrong with a Booking, tell us before you ask your bank to reverse the payment. We can usually resolve it faster than a bank dispute, and a bank dispute has consequences for you that a conversation with us does not.
While a payment dispute is open with your bank, we cannot also refund the same Booking. Doing both would return the same money to you twice and would give up our answer to your bank at the same time. So opening a dispute pauses our own refund process for that Booking until the dispute is closed. That is the practical cost of going to your bank first: it is usually slower, and it takes the decision out of our hands and into the card scheme's.
When your bank asks us about a payment, we answer it. We present the record of the Booking, the record of any Redemption, the Listing as it was sold to you including what was and was not included, the record of your payment, and the versions of the Terms, the Privacy Policy and this policy that were in force and recorded against your Booking when you paid.
Nothing happens to your account automatically. Opening a dispute with your bank does not close, lock, suspend or restrict your Hobber account, and it does not stop you booking again. We have no automatic penalty for a chargeback. Nothing in this section limits the rights you have with your card issuer or under your card scheme's rules, and nothing in it stops you using the complaint routes below.
Customer Support is the support chat in the Hobber app, 24 hours a day. You need to be signed in, because we need to know which Booking you are asking about. This is our only support channel today: we do not offer telephone support and we do not take support requests by email.
Every conversation is kept with your account so you can follow it, and every Booking has a confirmation code that identifies it. Quote that code and we can find everything about your Booking at once.
We aim to answer a first message as quickly as we can, and first where your Experience is about to start. Response times vary with the time of day and with demand, and they are a target, not a guarantee.
A conversation closes after a period of silence and you can always start a new one. A closed conversation leaves your in-app list after 7 days, and Customer Support can still retrieve it for you after that. Support is provided in English today, and other languages will follow as we open more Markets.
If you are not satisfied with how we have handled a Booking or a Refund, tell us and ask for it to be looked at again. You can also take a consumer complaint to the authorities at any time. You do not have to go through us first and you do not need our permission.

You may also bring proceedings in the courts of Abu Dhabi. Nothing in this policy limits any right or complaint route you have under Federal Law No. 15 of 2020 on Consumer Protection and Cabinet Decision No. 66 of 2023 or any other law of United Arab Emirates.

We may publish a new version of this policy. When we do:
The version that governs a Booking is always the version recorded against that Booking when you paid. A new version is never applied backwards to a Booking you have already made. Every version carries its version number and Effective Date at the top. This is version 1.3. Version 1.1 corrected sections 9.6 and 9.7, which left out the processing fee kept when a Walk-in Voucher expires unused that section 5.2 already sets out, and added that fee to the Market Schedule; it is a correction that does not change your rights. Version 1.2 sets out in sections 4.2 and 5.6 that the Vendor of a Tour may open scanning up to 24 hours before the departure time; where it does, the Redemption Window starts at that earlier time, as shown on your Voucher. Version 1.3 corrects section 6.1, which said a Vendor cannot cancel your Booking on the Platform: a Vendor that cannot go ahead may cancel it before it starts, and you are refunded in full straight away; section 6.2 says the Reschedule or alternative stays open to you. Nothing else changed from version 1.0, the first version published for United Arab Emirates.
